Adobe Licence Procurement
September 22, 2026 Executive Director: Resources (Officer) Approved View on council websiteFull council record
Purpose
The Adobe licence suite is used corporately across various departments in the Council for a variety of business purposes. Products include, but are not limited to, Acrobat Pro, Creative Cloud incl. InDesign, Premiere Pro and Photoshop.
A common use-case for Acrobat Pro is for redaction of Freedom of Information and Subject Access requests. The software allows staff with bulk documentation to merge and extract information that is to be published in line with the organisation’s statutory duties.
It is proposed to procure, via RM6098 – Technology Products and Associated Services 2 (TePAS 2) framework, the renewal of Adobe Licences to enable essential council duties to be completed.
Decision
Authorise the Director: Policy, Strategy and Digital to procure and award a 2+1-year contract for Adobe Licensing, in consultation with the chair of the Strategy
Alternative options considered
Alternative PDF editors have previously been explored and tested in a pilot with users across the organisation and were unable to deliver the same tools as provided in the Adobe suite of licences used across the Council whilst meeting all Information Security requirements. However, FoxIT is used as a lower cost option wherever possible.
