Purpose

External consultant support is required to undertake the economic appraisal of the proposed South Bristol Liveable Neighbourhood. This is a requirement for the delivery of the Full Business Case – the approval of which would allow for BCC to deliver the scheme.

Decision

Approval for BCC City Transport officers to commission consultant support for a single award greater than £100k in value – to support the delivery of the South Bristol Liveable Neighbourhood Full Business Case.

Alternative options considered

BCC Transport Service is unable to undertake the economic appraisal element of the wider Full Business Case internally due to the specialised technical nature of the work. The only avenue available to deliver the required business case it to procure external consultant support. The alternative would be to not commission support – this would result in the scheme being unable to progress towards delivery approval, causing negative reputational and financial impacts.
