Window Replacement and Associated Works Framework 26-29
October 22, 2026 Executive Director: Housing (Officer) Key decision Awaiting outcome View on council websiteFull council record
Purpose
The existing framework is expiring and is no longer sufficient for delivery of the budget. A new framework contract to supply and install windows to domestic properties as well as associated works within Bristol City Council has been tendered and awarded through the Proactis system.
Approval to award a new framework contract is required to enable multiple supply routes for the installation of windows and window servicing to domestic properties within Bristol City Council. These works were included in the 26/27 Housing Investment Plan (HIP) which was signed off by the Strategy and Resources committee Feb 2026. This Framework will have an overall contract value of £15,000,000.00 (million) over 36 months with an option to extend it for a further 12 months. The new framework needs to be in place by the end of November 2026. Budgets will come from the Housing Revenue Account (HRA) Capital Works. Annual spend at present is approx. £2,500,000. This is within the bounds of the 10 year HIP
Delegations approved at Strategy and Resources committee in Feb 2026:
1.3. To Executive Director of Housing in consultation with Chair of the Homes and Housing Delivery Committee and s151 Officer to submit appropriate funding applications (including Homes England grants for development and any over the key decision threshold) to support the HRA budget and in particular the delivery of the HIP and Development Programme and if successful to:
1.3.1. accept funding and agree associated grant terms/conditions; and
1.3.2. utilise the funding for delivery of the projects set out in appendices HIP and Development Programme; and
1.4. To the Executive Director of Housing in consultation with Chair of the Homes and Housing Delivery Committee:
1.4.1. To approve the priority of the procurement projects set out in the HIP and take all steps required to select the appropriate procurement route and to procure and award the contracts in line with the council’s procurement rules and regulations. Such authority to include decisions on matters which exceed the key decision threshold within the envelopes outlined in this budget.
Approved at Full Council 12th Feb 2026. The Lord Mayor moved recommendations 1.1 to 1.10 in the budget report, seconded by the Deputy Lord Mayor.
1.10. That authority is delegated to the Executive Director Resources (S151 Officer) in consultation with the Chair of Strategy and Resources Committee, following the 2026/27 Final Local Government Finance Settlement, to make any adjustments that may be required to the budget following Full Council February 2026.
Decision
To replace windows that are beyond repair and have been identified as end of life. New windows need to be fitted to enable homes to be of a decent standard, compliant with legal requirements.
To carry out a window servicing programme to all our high rise properties.
To carry out window repairs as necessary to prolong the lifespan.
This is an above threshold Works Framework Contract. A full compliant Open Tender was regarded as the best way to ensure value for money.
Alternative options considered
One alternative option would be to package works required and open tender every package. This would be both very time consuming and staff labour intensive.
A second option would be to carry on utilising a Procurement For Housing Framework, however if we do we cannot recharge our leasehold properties for the work.
