Framework Contract for Temporary Accommodation

Purpose
Bristol City Council currently has a contract
with Click Travel in place, but the value of this contract will end
by the end of May 2024. The current contract, originally in place
for three years with a value of £1.38m, was approved at the
Cabinet meeting on 7th November 2023. Between November 2023 and May
2024, however, we saw higher numbers of emergency placements into
hotels than we had previously predicted. This has resulted in the
value of the contract finishing by the end of this month.
The council use the Click Travel portal for clients who are being
supported by Bristol City Council services including Housing
Options (Homelessness), Estates, Adult Social Care and Children's
services.
The bulk of the service is used to book placements for families who
are experiencing homelessness and to which the council has a legal
duty to provide Temporary Accommodation under the homelessness
legislation. If the contract for this service is not in place, then
placements in hotels will be paid for on purchase cards which is
not a procurement compliant method.
