In July 2018 Cabinet approved a Southmead
Regeneration paper which delegated authority to the Executive
Director of Growth

It was agreed by the Executive Director Growth
and Regeneration, John Smith, Councillor Tom Renhard, the former
Cabinet Member with responsibility for Housing Delivery and
Homelessness, and the former Councillor Craig Cheney, Deputy Mayor,
Cabinet Member for Finance, Governance, Property and Culture, for
SDT to drawdown a proportion of the fees and on costs` budget,
which is part of the overall agreed CIL £7.62m funding by
Cabinet in June 2023 towards predevelopment work costs, bringing
the site forward to construction position, while the main CIL
agreement for the remaining amount is fully developed and agreed by
both the Council and SDT. Due to the lapse in time since the
original decision was taken Cllr Parsons as Chair of Homes and
Housing Delivery Committee and the new S151 officer were also
consulted on the decision.
