Purpose

Fleet Services are seeking approval to tender
for the hire of vehicles. The existing contract is supplied through
a framework agreement with TPPL (The Performance Partnership Ltd)
The spend increase on this contract has been caused by the launch
of the Clean Air Zone and an increase to the HRA establishment
resulting in a request for additional vehicles. Bristol City
Council has a significant amount of non- compliant vehicles on the
BCC fleet which travel into the clean air zone on a daily basis.
Due to long lead times for new vehicle purchases and the need for
further Capital funding to be allocated to the fleet vehicle
replacement programme. The only option open to fleet is to hire in
additional vehicles.

Approval to award a vehicle hire contract
using the TPPL Framework Agreement. The framework provides for
requirements for vehicle hire from numerous local suppliers. Hence
a greater buying power than undertaking an individual tendering
exercise. This is an interim contract until February 2025.
