Purpose

This report provides an update and recommendation on preferred location for a new archive.

Decision

That

  1. The site location at Priory depot, Church Hill, Orpington, BR6 0HH for the development of a new build Archive and Museum store be approved.
  2. The submission of the planning application and any change of land use for the new Archive and Museum Store to progress the relocation of the Central Library and Bromley Historic Collections be approved.
  3. Proceeding to procurement for the design and build works contract for the delivery of a new Archive and Museum store, at an estimated value of £3.9m, via a closed tender process, as set out in section 4, be approved.
  4. Authority be delegated to the Director of Housing, Planning, Property and Regeneration, subject to agreement with the Portfolio Holder, the Assistant Director Governance & Contracts, the Director of Corporate Services and the Director of Finance, to approve the subsequent award of works contract if within budget as set out in paragraph 4.8 of the report.
  5. Bids for any potential grants towards library, archives and museum schemes as may be available and appropriate be approved with delegated authority to the Director of Housing, Planning, Property & Regeneration in consultation with the Portfolio Holder for Renewal and Recreation.
  6. Authority be delegated to the Director of Corporate Services to deal with any legal matters related to the development of the new Archive and Museum Store and enter into any ancillary legal document as required.
  7. The Contract Award be approved in principle, to the contractor and for the value set out in the accompanying Part 2 (Exempt) report for the main works required to the Central Library, and authority to award the contract be delegated to the Director of Housing, Planning, Property and Regeneration in consultation with the Portfolio Holder for Renewal, Recreation and Housing, as long as the final works are contained within the overall budget of the project.
  8. It be agreed that this Addendum and accompanying Part 2 (Exempt) Report are added to the Executive agenda for decision on the 26 March 2025.
