That the constitution of the Schools’
Forum be agreed as set out in Report CEF25058.

Reasons for the decision

As specified in its Constitution and Terms of
Reference, the Constitution of the Schools Forum is regularly
reviewed to reflect any changes to the make-up of the Forum in
terms of member representation.  It has
become increasingly difficult to recruit Schools Forum members in
recent years.  To address this, it is
proposed that the number of members within the schools membership remain the same at twelve
members, but that additional flexibility be enabled by merging
separate Head and Governor/Trustee positions and increasing the
maximum membership for any particular
school or academy trust to two. 
It is proposed that representation from the non-schools element of the membership be reduced to four
members by removing the Joint Teacher Liaison member which is not a
statutory role and has been vacant for several years. 
 
The Schools Forum was consulted on the
proposed changes at its meeting on 10 July 2025 and agreed its
support for the updated Constitution.
