1. 
 Authority be delegated
to the Director of Housing, Planning, Property and Regeneration to
approve the submission and acceptance of any grant funding for this
site, alongside executing any ancillary legal documentation arising
thereof.

2. 
The award of the works contract and all ancillary
legal documentation as detailed in the Part 2 (Exempt) report be
approved. It be noted that the award of contract is from RIBA stage
4 (detailed design) to RIBA stage 7 and therefore some costs are
yet to be firmed up following the detailed design. In order to allow for these costs, the capital
programme allocation should remain at £29m until the project
is complete.

3. 
The further recommendations in Part 2 of the agenda
in relation to the award of the works contract be noted.
