That the report be noted with regards to
capital works for the extension, remodelling and refurbishment of
Midfield Primary School, Grovelands
Road, Orpington BR5 3EG to provide additional SEN places within the
existing mainstream school.
 
That a contract be awarded for the delivery of
capital works at Midfield Primary School, Grovelands Road, Orpington BR5 3EG as detailed in
Report CEF25061B.

Reasons for the decision

Following consultation and agreement by the
Department for Education’s Regional Director, Midfield
Primary School agreed to expand its Special Educational Needs
Additionally Resourced Provision (ARP) from 2 to 4
classes.  To support this increase in
pupil numbers, temporary accommodation was installed at the school
during Summer 2025 and work has been undertaken with a specialist
consultant to develop a proposal for the permanent expansion of the
school.  The proposal forms an important
part of the Council’s strategy to reduce pressure on the High
Needs Block of the Designated Schools Grant by increasing the
number of SEN places available in-Borough to Bromley pupils.
