The Portfolio Holder for Public Protection and Enforcement approved the renewal of the Public Space Protection Order (Dog Controls) 2026-29, with the amendment that the 2025 amendment to the Cemetery Rules and Regulations to permit dogs in cemeteries when kept on a lead at all times remains, having considered the outcome of the public consultation as summarised in paragraph 4.25 of the report.

Reasons for the decision

The Public Space Protection Order (Dog Controls) 2026-29 Report set out the proposed changes to the powers of the Council relating to those in charge of dogs through the implementation of a Public Spaces Protection Order (PSPO) under Section 59 of the Anti-Social Behaviour Crime and Policing Act 2014.

An amendment to the recommendations was added as follows:

‘That the 2025 amendment to the Cemetery Rules and Regulations to permit dogs in cemeteries when kept on a lead at all times remains, having considered the outcome of the public consultation as summarised in paragraph 4.25 of the report.’
