The Cabinet of Bury Council decided on 09 September 2026 to approve the principle of progressing proposals for the redevelopment of The Elms through a direct delivery approach. They also authorised the procurement of a multidisciplinary design team to assess the feasibility and deliverability of the proposed scheme. Authority was delegated to the Executive Director of Place and Executive Director of Finance to oversee this stage of the project.
