Purpose

To update the CA Board on the funding outcome for the GSE NZ Hub.

Decision

It was resolved to:

A    Note the current uncertainty on the future funding and remit of the Greater South East Net Zero Hub and the need to plan for the worst-case scenario that the Hub closes on 31 March 2027 and all Hub posts are made redundant or there is insufficient funding to maintain the current Hub establishment.

B    Authorise officers to undertake contingency planning for managed closure or restructure, including workforce consultation planning, programme exit planning, communications, financial provision and legal assurance.

C    Delegate authority to the Chief Executive, in consultation with the Monitoring Officer, Section 73 Officer and HR lead, to initiate statutory consultation and associated employment processes if the Ministerial decision impacts on staffing structure or if timing requires preparatory action to protect the Combined Authority’s position.
