Purpose
This report seeks approval of a variation to the contract
for Camden’s Adult Substance Misuse Treatment and Recovery
Service. The contract was awarded in November 2022 to Change Grow
Live (CGL) Services Ltd and began on 1st April
2023.
Savings generated by the contract value awarded to Change,
Grow, Live (CGL) to deliver Camden’s Integrated Drug and
Alcohol Service has resulted in a £500,000 underspend across
the Health and Wellbeing Drug and Alcohol Cost
Centres. According to the requirements of the
Supplementary Substance Misuse Treatment and Recovery Grant, local
authorities must demonstrate that substance misuse budgets from the
Public Health Grant are fully spent on drug/alcohol related
interventions. Therefore, any underspend
generated in this cost centre must be reinvested in substance
misuse services.
Earlier this year officers awarded CGL £3,200 for a
six-month pilot which required CGL to deliver fortnightly clinical
supervision to FWD (Camden’s young people’s drug and
alcohol service). Initial evaluation of the pilot has identified
that FWD staff value the supervision sessions and has led to
improvements in their case work with young people who present with
multiple/complex needs. As a result, officers
would like to make this arrangement permanent for the remainder of
the CGL contract period.
This report seeks approval to allocate a further
£5,000 to CGL for the remainder of this financial year, and
£10,000 for the remaining four years of the initial contract
period (£45,000 in total). This will fund
Clinicians from CGL who will provide FWD with support in managing
substance misuse (drugs and alcohol) related issues amongst their
caseload. The variation will end on 31 March 2029.
This report is being presented to Director of Health and
Wellbeing for approval in line with Contract Standing Order
E1.

further increase in the contract price for 2024/25 by £5,000,
and then £10,000 for 2025/26, 2026/27, 2037/28 and
2028/29.
