Purpose
This report seeks approval from the Director of
Environment and Sustainability, following consultation with the
Cabinet Member for Planning and a Sustainable Camden, to implement
permanent Holborn Liveable Neighbourhood (HLN) STARter
Project changes in Red Lion Street and the surrounding area. This
includes extending the existing no motor vehicle zone on Red Lion
Street, further footway widening, the introduction of a new
crossing point and the introduction of a continuous footway for
pedestrian priority. The scheme has been developed to help make it
safer and easier to walk, cycle and visit the area sustainably, as
well as make it more attractive for more people to stop and visit
local shops and restaurants.
The report also seeks approval for public realm and
greening proposals, such as the introduction of new planting,
trees, benches and cycle stands in the area, and changes to parking
and loading are to be delivered alongside the walking, wheeling,
scooting and cycling improvements. Further details of the measures
proposed are provided in Section 2. The recommendations in this
report are made taking into account relevant policies, feedback,
existing data, a full public consultation (undertaken between 14th
September 2024 – 4th October 2024) on all proposals contained
in this report, and an Equality Impact Assessment
(EqIA).
The proposals would help meet the objectives of We Make
Camden by helping Camden’s local economy to be strong,
sustainable and inclusive and, creating safe, strong and open
communities; also supporting Camden to be a green, clean, vibrant,
accessible and sustainable place with everyone empowered to
contribute to tacking the Climate Emergency.

THAT the Director of Environment and
Sustainability, following consultation with the
Cabinet Member for Planning and a Sustainable Camden, and having
considered the proposals in relation to the objectives set out in
Camden’s Transport Strategy, the design amendments made in
response to feedback received in the public consultation, the
Equality Impact Assessment (Appendix B), and having had due regard
to the needs set out in section 149 of the Equality Act 2010:
(i)
Approves the proposal to implement permanent changes as part of the
Red Lion Street Holborn Liveable Neighbourhood
“STARter” Project, including potential
detailed design amendments being considered in response to feedback
received in the public consultation, subject to compliance with
relevant statutory requirements; and
(ii)
Delegates authority to the Chief Engineer to take any further
decisions required for the detailed design and implementation of
the recommended proposals, including consideration of any
objections to statutory consultation.
