Purpose

This report seeks approval to procure a concession
contract to supply, install, maintain and advertise media owner
concession services for the Council’s small format digital
advertising estate. The package will mainly include digital
advertising but may include a combination of digital, illuminated
paper scrolling and paper advertising.
 
The current contract expires on 31st August 2025 and
generates guaranteed income to the Council. The estimated value of
the concession has been calculated at £4.9m in line with the
method of calculation under the Concession Contract Regulations
2016. It is proposed that the small format digital advertising
contract will include both a guaranteed income and profit share
arrangement. The contract will be expected to generate income for
the Council to help meet current Medium Term Financial Strategy
(MTFS) targets for advertising and be utilised to right-size
existing income targets that are at risk. Eight sites have been
granted planning permission for the installation of the advertising
panels.
 
The report is being submitted to the Executive Director
Supporting Communities for approval in line with Contract Standing
Orders (CSO) which state that an Executive Director following
consultation with the relevant Cabinet Member must agree
procurement strategies for contracts with a value £2million
to £5million (CSO C3.4)
