Purpose

This report is to seek approval for an approach to procuring
architectural and construction design management (CDM) services to
complete the Kilburn Library redesign to completion of the project.
The approach is to use the Bloom framework of which Camden are
already a member to complete a direct award to the architect that
completed Royal Institute of British Architects
(RIBA)  Stage 3 designs to support the
acquirement of external funding from the Arts Council.
 
The estimated contract value is £154,000 to complete the
project up to RIBA Stage 7.

THAT the Director of Recreation of Supporting Communities
approves use of the Bloom Framework to receive proposals and make a
direct award to a selected sup-plier to provide architectural and
construction design management services to com-plete the RIBA stage
design up to Stage 7.
