Purpose

 
This report seeks approval of the award of contract for
the Mental Health Individual Placement and Support employment
services contract to Hestia Housing and Support.
 
The Individual Placement and Support (IPS) model is an
evidence-based approach supporting people with severe and common
mental ill health into employment. The service is targeted at
people using secondary mental health and NHS Talking Therapies
services. It involves intensive, individual support, a rapid job
search followed by placement in paid employment, and time-unlimited
in-work support for both the employee and the employer.
 
The service provision is broken down into two separate
elements:
Model 1: IPS in Camden secondary
mental health teams
Model 2: IPS in Camden NHS Talking
Therapies Service
 
Following a Competitive Process as permitted under the
Provider Selection Regime 2023, officers are proposing to award the
contract to the highest scoring provider, Hestia Housing and
Support. The contract will commence on 1st April 2025 for a period
of two years until 31st March 2027. The maximum value of the
contract is £2,007,581.28, with the Model 1 element of the
service costing £1,368,839.28 and the Model 2 element of the
service costing £638,742.
 
The contract award report is being presented to the
Executive Director, Adults and Health for approval in line with
Contract Standing Order C4.

Adults and Health approves the award of the contract for the Mental
Health Individual Placement and Support employment service to
Hestia Housing and Support for a period of two years from 1st April
2025, for a maximum total sum of £2,007,581.28.
