Purpose
This report seeks endorsement of the award of a contract
for the provision of Client Representative services to progress the
Regis Road Regeneration works under a Conditional Land Sale
Agreement (CLSA) between LB Camden and developers, Yoo Capital
(YC), subject to receiving planning permission from the Local
Planning Authority.
A Client Representative acts on behalf of the Council to
manage projects, ensuring the Council’s objectives are
achieved effectively and within budget. They oversee the entire
process, coordinating with stakeholders to ensure successful,
timely delivery.
The recommended bidder for the Client Representative
procurement will collaborate closely with the Council’s
project team, delivering tailored technical services for the
Council's replacement facilities and residential properties to the
terms of the CLSA. They will provide technical assurances to the
Council that Yoo Capital are discharging their obligations under
the CLSA. Additionally, they will provide critical friend services
during the Council’s preparation of specifications for the
replacement facilities and while YC design and prepare the planning
application for the replacement facilities, to ensure compliance
with the CLSA.

from the Notting Hill Genesis (NHG) Framework Service
Specification: Lot 9 Employer’s Agents. The report asks for
endorsement to award the contract to Turner & Townsend PM
Limited (‘T&T’) in the sum of £205,752 for a
contract to undertake RIBA Stages 1 – 3 or 4 or to agreed
level of design maturity required to achieve planning permission,
expected to be a period of up to 2 years, with instructions to
proceed at each RIBA Stage. The award of the contract to T&T is
based on their submission being the most economically advantageous
tender in respect of the award criteria set out in the Invitation
to Tender.
The contract award report will subsequently be presented
to the Director of Economy, Regeneration and Investment, Supporting
Communities for approval in line with Contract Standing
Orders.
