Purpose

Following a procurement process, this report seeks
approval for an amended award of contract for a concession contract
to operate, maintain and, if required, decommission 92 existing
lamp column electric vehicle charge points.  An
additional lamp column electric vehicle charge point will be
purchased as part of the new contract, and its operation,
maintenance and, if required, decommissioning, will be undertaken
alongside that of the 92 existing charge points – giving a
total of 93. The additional charge point to be purchased will be
located in a new coach bay on Kentish Town Road, as part of the
Camden Town Area Bus Priority and Pedestrian Safety Improvements
scheme (decision report
here).
 
The original contract award report (“the original
contract award”) was approved by the Director of Environment
and Sustainability on 9th January 2025. The report on
which they based their decision is appended at Appendix
2.
 
Since then, the original awarded tenderer, Char.gy
Limited, have withdrawn their tender, and will not proceed to
execute the contract. The report therefore recommends that the
contract is now awarded to the second placed tenderer,
Ubitricity Distributed Energy Systems UK Ltd
(Ubitricity).
 
The previous contract with Ubitricity ended
on 16th February 2025, however due to the reasons set
out in this report, a short extension of one month was required to
ensure successful contract award and mobilisation. A waiver of
Contract Standing Orders (CSOs) is sought in order to extend the
contract.
 
Therefore, this report seek authority to

(a) 
Award the contract to Ubitricity Limited, for a
period of 12 months commencing on 17th March 2025, for
an estimated total revenue value of £230,000.

(b) 
Cease to proceed with the previous contract award as set out
in the original contract award report.

(c)  
Agree a waiver of CSOs to enable a contract extension of one
month to the previous contract between the Council and
Ubitricity.
