Purpose
This report summarises the statutory, Traffic Management
Order (TMO) consultation undertaken between 23rd January 2025 and
14th February 2025 on proposals to implement permanent Safe and
Healthy Streets changes at five locations across the Borough,
outlines the objections received on one of the scheme proposals
during the consultation period, and makes a recommendation for the
decision maker’s consideration.
The 5 schemes seek to improve accessibility and safety for
cyclists using the area at each location. Following a public
consultation, a decision was made by the Director of Environment
and Sustainability, in consultation with the Cabinet Member for a
Sustainable Camden, on 25th June 2024 to approve implementation of
the changes proposed at the five scheme locations (plus two other
schemes which did not require TMO changes). This decision was
subject to compliance with relevant statutory requirements,
including conducting the TMO consultation for five schemes that
took place in January/ February 2025.
Two objections to one of the five schemes (Handel Street,
Kenton Street, and Hunter Street) were received during the TMO
consultation period. These objections and Officers’ responses
to them are discussed in this report.

THAT the Chief Engineer, having considered the proposals in
relation to the objectives set out in the Camden Transport
Strategy, all TMO consultation responses received and having due
regard to the needs set out in section 149 of the Equality Act
2010, approves, subject to compliance with statutory requirements,
the making of the TMO for the Safe and Healthy Streets: Cycle
Permeability Programme Phase 4 Proposals, as per the TMO
consultation undertaken between 23rd January 2025 and
14th February 2025.
