Purpose

This report sets out the procurement strategy and award of
a contract to a contractor to deliver emergency Electrical
Installation Condition Report (EICR) remedial works to
approximately 2,000 homes that do not have a compliant
certificate.
 
EICR surveys and associated remedial works are required
within all Camden tenanted properties every 5 years to meet
Electricity at Work Act 1989, British Standard requirements for
electrical installations (BS7671) and other regulations such as
Fire Safety Act 2021. The BS7671 requirements is the national
standard in the United Kingdom (UK) for electrical installation and
the safety of electrical wiring systems. The regulations require
electrical installations to be periodically inspected to determine
if the installation is in a satisfactory condition for continued
service.
 
The Council is seeking to directly award a 14-month
contract to PFL Electrical Ltd for the emergency delivery of
remedial works to 2,000 homes. The scope of work will include an
immediate re-testing of the electrical installation to ensure a
compliant EICR certificate can be issued.
 
PFL Electrical Ltd is one of the current interim
suppliers. They have performed well and have relevant experience
that will enable us to continue to deliver the works to a high
standard.
 
The Contract will be a fixed term of 14 months starting
April 2025 and ending May 2026. The contract term will ensure a
suitable handover period to the new electrical contractor starting
in April 2026.
