Purpose
This report seeks approval to extend the current Parking
Management System contract with Taranto Systems Ltd (TSL) to
support Parking Operation’s Parking Management Solution (PMS)
Services. The system underpins the daily operation of Parking
Operations enabling the Council to meet their statutory obligations
to control parking and moving traffic contraventions within the
borough. The system also supports the generation and processing of
Penalty Charge Notices from issue to a vehicle or registered keeper
through to debt collection.
The contract, signed on 29th May 2023, is for an initial
period of two years with an option for a one-year extension. The
initial term will end on 28th May 2025, and the service intends to
exercise the available one-year extension, extending the contract
until 28th May 2026.
The service is currently in the process of procuring a PMS
contract. To ensure there is no disruption in service, it is
necessary to extend the existing contract until the new one is
finalised and fully implemented.
The annual cost of the contract is £202,694.30, with
£180,604.30 allocated to Digital and Data Services (DDS) and
£22,090.00 to Parking Operations. Both services have ongoing
budgets to cover these costs. Annual costs for DDS may vary due to
increased transactional Driver and Vehicle Licensing Agency (DVLA)
charges resulting from higher Penalty Charge Notice issuance. We
expect to agree a reduction in licence costs for the extended
period, resulting in revised costs of £151,504 for DDS and
£17,490 for Parking Operations.
