Purpose

This report seeks approval for the award of the contract
for the provision of Peer Mentoring and Peer Education service for
children and young people (CYP). The aim of the service is to
prevent and reduce the impact of mental health conditions on CYP,
to promote positive conversations about mental wellbeing and to
provide innovative programmes of support both with, and for, young
residents of Camden. Young people will know where to go to access
non-stigmatising support which meets their needs in terms of how
and where it is delivered, and by whom.
 
The service works with some of the most vulnerable groups
of young people in the borough, including young people who are
homeless, involved with the youth offending service, have substance
misuse issues, or disabilities. The service specification includes
a specific focus on targeted work with young people where evidence
suggests some emotional health and wellbeing issues are
disproportionally prevalent or who may be less likely to engage
directly with statutory services.
 
Following a direct award process, in accordance with
Direct Award process C under the Health Care Services (Provider
Selection Regime) Regulations 2023 which came into force on 1st
January 2024, officers recommend that a contract to Fitzrovia Youth
in Action is awarded for a period of 36 months from 1 April 2025
with an option to extend by a further 24 months, at the sole
discretion of the Council.
 
In line with Contract Standing Order C4, the decision to
approve this report is taken by the Executive Director, Adults and
Health following consultation with the Cabinet Member for Best
Start for Children and Families.

the Young People’s Peer Mentoring and Peer Support Service
via the use of the Direct Award Process C permitted under The
Health Care Services (Provider Selection Regime) for a period of 36
months plus one extension of 24 months for an estimated aggregate
value including extensions of £1,031,840.
