Purpose

This report seeks agreement for the award of contracts for
five Community Champions projects for the period 2025 to 2028
following the tendering process.
A market engagement event was held on 11th December 2024,
with tender documents published in late December. The tender window
was extended to 31st January to take into account the Christmas
holiday period.
 
A procurement process similar to the open procedure was
followed in line with Contract Standing Orders. This was undertaken
under the Light Touch Regime of services within the Public
Contracts Regulations 2015 which applies to ‘certain social
and other specific services' namely health care, social care,
education, cultural and certain other services.
 
Five lots were tendered, one in each of the five health
neighbourhoods with each covering a cluster of Council owned
housing estates. Lots 1 (North) and Lot 5 (South) attracted five
bids each, whilst Lots 2 (East), Lot 3 (West) and Lot 4 (Central)
each attracted three bids.
 
The bids were scored by Council officers (Health and
Wellbeing and Participation and Partnerships) along with four
Camden residents. Scores were moderated at a meeting with all
scorers.
 
Four of the five proposed contracts will be for a period
of 36 months, whilst one (the South neighbourhood) will be for 24
months with an option to extend for a further 12 months at the sole
discretion of the Council due to the funding source.

THAT the Director of Health
and Wellbeing approves the award of following contracts:
 
1.   
Lot 1: North Neighbourhood to
Mind in Camden for a period of 36 months from 15th April 2025 to
31st March, 2028, for the total sum of £58,891per annum
(£176,673 in aggregate)
2.   
Lot 2: East Neighbourhood to
NW5 Project for a period of 36 months from 15th April 2025 to 31st
March, 2028, for the total sum of £60,000 per annum
(£180,000 in aggregate)
3.   
Lot 3: West Neighbourhood to
South Hampstead and Kilburn Community Partnership for a period of
36 months from 15th April 2025 to 31st March, 2028, for the total
sum of £59,720 per annum (£179,160 in
aggregate)
4.   
Lot 4: Central Neighbourhood to
Fitzrovia Youth in Action for a period of 36 months from 15th April
2025 to 31st March, 2028, for the total sum of £60,000 per
annum (£180,000 in aggregate)
5.   
Lot 5: South Neighbourhood to
Kings Cross Brunswick Neighbourhood Association for an initial term
of 24 months from 15th April 2025 to 31st March, 2027, (including
one contract extension of 12 months from 1st April 2027 to 31st
March 2028 at the sole discretion of the Council subject to
performance and funding) for the total sum of £57,400 per
annum (£172,200 in aggregate including the contract
extension).
