Purpose

This report is to seek endorsement for the award of the
contract for architectural services and the principal designer role
under the Construction (Design and Management) Regulations 2015
(CDM) to complete the Kilburn Library redesign to completion of the
project. The Construction (Design and Management) Regulations are a
framework for how health and safety is considered in the design
phase of construction projects.
 
The procurement was undertaken using a direct award via
the Bloom Framework. The report asks for endorsement to approve the
award of the contract to Jan Kattein Architects in the sum of
£154,000 to complete the project up to RIBA Stage 7. RIBA
stands for Royal Institute of British Architects and is a
professional membership body driving excellence in architecture.
RIBA Stage 7 In Use is where a building is completed and in
operation. This stage includes post-occupancy evaluations of the
building performance.
 
The award of the contract to Jan Kattein Architects Ltd
(JKA) is based on their submission being the most economically
advantageous tender in respect of the award criteria set out in the
Tender.

THAT the Director of Recreation, Supporting Communities approves
the award of the contract to Jan Kattein Architects Ltd for the sum
of £154,000 to complete the project up to
RIBA  Stage 7. The contract is to commence April
2025 for a duration of 17 months.
