Purpose

This report seeks approval to vary the North and Central
supported living locality contracts with LDN London which commenced
on 1st October 2020. The contracts were awarded by Cabinet for an
initial term of six years, with two options to extend for a further
two years each.
 
Antrim Grove is a 4-bedroom supported living service
located in the North Locality delivering only 2 lettable rooms due
to the inaccessible layout of the property. The landlord, Notting
Hill Genesis (NHG) has since decided to sell the property,
requiring the service to be decommissioned with the current tenants
rehoused. NHG are willing to work with the Council's timeframes for
the decommissioning.
 
Highgate Road is a new build residential development
located in the Central Locality with a S106 planning obligation to
provide a learning disability supported living service. The
developer has selected Origin Housing Association as its S106
partner with a completion date of March 2025 and anticipated ready
to let date on or around 2nd June 2025.
 
This report proposes to vary the Central locality contract
from on or around 2nd June 2025 for a value of £1,004,295.00
for the remainder of the initial contract term to include Highgate
Road. The proposed cost reflects the maximum cost as we expect to
be able to reduce some of the support hours within the first 6
months by increasing shared activities.
 
Additionally, the report proposes to vary the North
locality contract from on or around 2nd June 2025 for a value of
£390,139.00 for the remainder of the initial contract term to
remove Antrim Grove.
 
The contract expressly permits variations relating to the
addition or removal of properties and services and so is
permissible under the contract terms and conditions. Additionally,
there is provision in the contract terms to increase/decrease the
contract values for the reasons detailed in this report.
 
This report is being presented to the Executive Director,
Adults and Health following consultation with the Cabinet Member
for Health, Wellbeing and Adult Social Care in line with Contract
Standing Order E1.3.

Antrim Grove, from on or around 2nd June 2025 for a value of minus
£390,139.00
