Purpose
This report proposes a payment from the Local
Community Infrastructure Levy (LCIL) to establish the third annual
community response fund. The fund would assist the development of
local social and community infrastructure and services to support
residents experiencing ongoing challenges related to the increase
costs-of-living. Funds will be allocated to voluntary and
community sector (VCS) organisations for projects that will help
increase community connectedness. VCS organisations will need to apply for
funding and final decisions will be taken by ward
councillors.
In July 2016, a ward-based member-led system
to allocate LCIL was agreed, with updates to the process being
agreed in July 2018 and March 2023.

THAT that Director of Economy,
Regeneration and Investment, following consultation with the
Cabinet Member for Planning and a
Sustainable Camden

Agree that 10% of LCIL is taken
from those ward allocations with a balance over £100,000, to
be provided to the Council’s Cost of Living Community
Response Fund.
The fund will be used to allocate
LCIL funding to the VCS in accordance with the award process set
out in section 1 of the report. Based on LCIL balances on
14th
March 2025, this will generate a
fund of £419,406.00.

Agree to allocate up to
£25,000.00 of this LCIL fund to commission an evaluation and
learning partner, who will explore what activities are effective at
reaching residents most in need and whether the fund is effective
at delivering sustainable changes.
