Purpose
This report sets out the proposal to create
the ‘Camden Schools Clean Air Projects Allocation’
(SCAPA), as a new funding allocation stream within the Section 106
Carbon Offset programme. The pathway to creating this new scheme
has been established through director-level approval for an update
to the eligibility criteria for projects funded under the Carbon
Offset programme.
The SCAPA would be used to support technical
and behaviour change projects to reduce air pollution emissions and
exposure in and around schools and other learning environments, as
part of the implementation of the Clean Air Action Plan 2023-2026
(CAAP) and the Clean Air Strategy 2019-2034 (CAP).
The CAAP commits the Council to supporting
communities and schools and reducing air pollution exposure in
learning environments. The Cabinet decision in December 2022 to
approve the CAAP provided delegated authority to the Executive
Director Supporting Communities to implement and monitor the CAAP.
For this reason, the approval requested in this report may be
granted by the Executive Director as a non-key executive
decision.

THAT, following consultation with the Cabinet
Member for Planning and a Sustainable Camden:
(i) The
creation of the London Borough of Camden Schools Clean Air Projects
Allocation (SCAPA) be approved; and
(ii) Authority to make allocations relating to the
administration of the SCAPA and the disbursement of funding under
it be delegated to the Air Quality Programme Manager or the Head of
Climate, Air Quality and Energy, following consultation from a
representative(s) from Education/Camden Learning, in accordance
with the proposed process set out in section 2 of the
report.
