Purpose
This report outlines the strategy for the
procurement of various consultants to prepare a tender pack to
enter into a single stage design and build contract, to deliver the
next and final phase of homes as part of the Tybalds Estate
Regeneration.
Formal approval from the Director of
Development is sought to procure an Employer’s Agent. This
approval is required due to the anticipated value of the
contract.
The appointment of additional consultants will
support the incumbent architect, Matthew Lloyd Architects (MLA).
MLA were the architects for the extant planning approval and have
therefore already been retained to develop the Section 73
of
the Town and Country Planning Act
1990 (S73) revision being sought.
The estimated total cost of all appointments
required prior to tendering for a design and build contractor is
£1,156,500. Of this, £801,500 is for contracts that do
not require Director sign off.
The Employer’s Agent role is expected to
cost in the region of £350,000 (1% of the project total
scheme cost of £35,000,000).
Approval is sought to utilise the Notting Hill
Genesis Development Framework Lot 9: Employer’s Agents for
appointment of an Employer’s Agent.

have been received and analysed, a report seeking approval to
appoint the successful bidder is prepared for the Director of
Development.
