Purpose

This report sets out the proposal to update
Camden’s Smoke Control Order as a critical tool to protect
public health from avoidable air pollution, by enabling the Council
to enforce the Clean Air Act 1993 and by bringing canal boats into
scope of the rules prohibiting chimney smoke.
 
The report also describes a proposed updated
enforcement approach involving closer collaboration between the Air
Quality Team and Environmental Health.
 
The Camden Clean Air Action Plan 2023-2026
(CAAP) commits the Council to enforcement of the Clean Air Act 1993
as part of the implementation of the Plan. The Cabinet decision in
December 2022 to approve the CAAP provided delegated authority to
the Executive Director Supporting Communities to implement and
monitor the CAAP. For this reason, the approval requested in this
report may be granted by the Executive Director as a non-key
executive decision.

Communities, following consultation with the Cabinet Member for
Planning and a Sustainable Camden:

Approves the revocation of the
London Borough of Camden Smoke Control Order 2000 covering the
entire borough of Camden.

2.    
Approves the making of the London
Borough of Camden Smoke Control Order 2025 covering the entire
borough of Camden including waterways.
