Purpose

This report seeks approval from the Director
of Environment and Sustainability, following consultation with the
Cabinet Member for Planning and a Sustainable Camden, to publish a
notice in respect of permanent proposals for Safe and Healthy
Streets measures on Torriano Avenue, to help reduce the dominance
of traffic and to make the area around Torriano Primary School
safer, greener and more pedestrian friendly.
 
A public consultation on the proposals was
undertaken between 13 December 2024 and 21 January 2025.
 
This report follows a consideration of
relevant policies, data collected during the development of the
scheme, an Equality Impact Assessment, and a full public
consultation on all the proposals. The scheme meets the objectives
of We Make Camden by helping create clean, vibrant, and sustainable
places and making it easier for people to travel by active modes of
transport, which would help to encourage residents to choose more
sustainable modes of transport such as walking. This would in turn
contribute to improving air quality and lowering carbon emissions
in the borough.

Content

THAT, following consultation with the Cabinet
Member for Planning and a Sustainable Camden and having considered
this report, having had due regard to the needs set out in section
149 of the Equality Act 2010, and subject to compliance with
relevant statutory requirements and detailed design:
 

(i)                
The recommendation to publish a
notice of proposals in respect of the permanent measures on
Torriano Avenue be approved, subject to compliance with relevant
statutory requirements;

 

(ii)               
Authority be delegated to the
Chief Engineer to take any further decisions required relating to
the detailed design and any changes required in respect of the
recommended measures; and
 

(iii)             
Authority be delegated to the
Chief Engineer to take any further decisions required to implement
the permanent measures on Torriano Avenue, having considered any
objections received and any proposed changes to the measures beyond
the proposals in this report.
