Purpose

In line with the Decision Making Process
outlined in
(SC/2021/07) this
report seeks approval from the Director of Environment and
Sustainability, following consultation with the Cabinet Member for
Planning and a Sustainable Camden, to implement permanent proposals
for Safe and Healthy Streets changes in the Oval Road and
Gloucester Crescent area. The proposals include measures that
support walking via widened pavements, shortening the crossing
distances at junctions, installing continuous crossings to promote
pedestrian priority and making it more accessible for wheelchair
users to cross at these junctions. The proposals also contain
greening measures which would contribute to local biodiversity
climate resilience.
 
The recommendations in this report take into
account relevant policies, existing data, an accessibility audit, a
full public consultation on all proposals (undertaken between
27th
February 2024 –
19th
March 2024) and an Equality Impact
Assessment (EqIA).
 
The proposals would help meet the objectives
of We Make Camden by helping Camden’s local economy to be
strong, sustainable and inclusive and, creating safe, strong and
open communities; also supporting Camden to be a green, clean,
vibrant, accessible and sustainable place with everyone empowered
to contribute to tackling the Climate Emergency.

Content

That the Director of Environment and
Sustainability, following consultation with the Cabinet Member for
Planning and a Sustainable Camden, and having considered the
proposals in relation to the objectives set out in Camden’s
Transport Strategy, the design amendments made in response to
feedback received in the public consultation, the Equality Impact
Assessment (Appendix D), the Public Consultation Summary Report
(Appendix A), and having had due regard to the needs set out in
section 149 of the Equality Act (2010):
 

(i)                
Approves the recommendation to
publish a notice of proposals to in respect of permanent Safe &
Healthy Streets measures in the Oval Road and Gloucester Crescent
area, subject to compliance with relevant statutory
requirements;
 

(ii)               
Delegates authority to the Chief
Engineer to take any further decisions required for the detailed
design and any changes required in respect of the recommended
measures.

 

(iii)             
Delegates authority to the Chief
Engineer to take any further decisions required to implement the
permanent measures in the Oval Road and Gloucester Crescent area,
having considered any objections received and any proposed changes
to the measures beyond the proposals in this report.
