Purpose
To consider Article 4 Directions to remove and amend
permitted development rights in Redington and Frognal,
Fitzjohns/Netherhall, Belsize, Hampstead, and South Hampstead
Conservation Areas. To approve amendments to existing Article 4s in
Belsize, Hampstead and South Hampstead Conservation Areas to remove
the need for planning permission to install retrofitted
sustainability measures.

report of the Director of Economy, Regeneration &
Investment.
RESOLVED
–
THAT, having considered the
results of the Equalities Impact Assessment at Appendix 5, and
having due regard to the needs set out in section 149 of the
Equality Act 2010 the Cabinet Member for Planning and a Sustainable
Camden is agrees to approve the making of non-immediate Article 4
Directions as set out in Appendix 4 to this report for the
following:
i)
To remove Permitted Development
Rights to alter front boundary treatments and create hardstanding
in front gardens in the Redington/Frognal and Fitzjohns/Netherhall
Conservation Areas; and
ii)
To revoke the current Article 4
Directions in the Belsize, Hampstead, and South Hampstead (formerly
Swiss Cottage) Conservation Areas, which prevent the installation
of photovoltaic (PV) solar panels and solar thermal equipment under
permitted development rights and replace them with new Article 4
Directions that permit the installation of PV solar panels and
solar thermal equipment as part of permitted development
rights.
