Purpose

The lives of residents living in Cartmel,
Coniston and Langdale on Regents Park Estate have been
significantly disrupted by High Speed 2 (HS2) construction works,
to the extent that the homes of residents living in these blocks
were deemed to be ‘virtually uninhabitable’.
 
In 2023, after years of campaigning, a
Settlement Agreement (SA) was reached between Camden and HS2 Ltd to
deliver on commitments made to residents living in Cartmel,
Coniston and Langdale in Regent’s Park Estate to enable them
to move away from the noise, dust and construction impacts of HS2
works at Euston.
 
As part of this Settlement Agreement, it was
agreed that Camden Council would undertake an Options Appraisal
exercise to determine the best long-term future for the
blocks.
 
At the same time, it has been appropriate to
consider Stanhope Parade and the Children’s Centre as part of
the Options Appraisal exercise given their inclusion in the 2023
Euston Area Plan Review and potential to bring forward much needed
housing.
 
This Options Appraisal has now been concluded,
with the recommendation to proceed with the full redevelopment
option forming the basis of this report.

Content

THAT the Executive Director Supporting
Communities, following consultation with the Cabinet Member for
Planning and a Sustainable Camden, and having considered the
results of the Options Appraisal set out at Appendix 2 and the
results of the Equalities Impact Assessment at Appendix 4, and
having due regard to the obligations set out in section 149 of the
Equality Act 2010:
 

1.      
Note the recommendations in the
Options Appraisal report (Appendix 2)
 

2.      
Agree with Option 4, Full
Redevelopment, as the Council’s preferred option to form the
basis of a draft Regeneration Strategy to be considered by Cabinet,
subject to further stakeholder consultation and due
diligence.
 

3.      
Note the next steps to be
undertaken to develop a Regeneration Strategy for the delivery of
the preferred option, including further due diligence and
stakeholder consultation.
 

4.      
Agree that part of that
Regeneration Strategy will be consideration of the use of
Compulsory Purchase powers to ensure delivery, with a resolution in
principle to use the Council’s compulsory purchase powers to
be sought, if required, once the Regeneration Strategy has been
prepared.

 

5.      
Authorise the Director of
Development to take all appropriate steps to develop the
Regeneration Strategy.
