Purpose
This report sets out a proposed approach to
the commissioning of traffic surveys for the identification,
development and monitoring of transport schemes and interventions.
To develop, implement and monitor its ambitious approved rolling
3-year delivery plans, Camden’s Transport Strategy service
requires multiple types of traffic survey.
The type of surveys covered by this approach
will include a) Traffic speeds and volumes, b) Count of vehicles
turning at junctions, c) Parking Occupancy, d) Origin and
destination, e) Pedestrian counts. The approach will also include
the purchase of video equipment to carry out surveys using
computer-learning to detect vehicles and
pedestrians.
This strategy proposes a Competitive Flexible
Procedure incorporating Conditions of Participation under the
Procurement Act 2023 (PA23) for procuring a single contractor that
can deliver traffic surveys to an estimated total value of up to
£1.8m, starting from November 2025 for a period of 4 years
with a break clause after 2 years.
The procurement strategy report is being
presented to the Executive Director Supporting Communities
following consultation with the Cabinet Member for Planning and a
Sustainable Camden for approval in line with Contract Standing
Orders.

Communities, following consultation with the Cabinet Member for
Planning and a Sustainable Camden:
1.
Approves the procurement strategy,
which includes a price/quality split of 30/70 and contract term of
4 years, with a break clause after 2 years, for an estimated
aggregate value of up to £1.8m.
2.
Delegates authority to the
Director of Environment and Sustainability to make any
modifications or refinements to the procurement process detailed in
this report, provided that such changes fall within the allowable
parameters of the PA23 under the Competitive Flexible
Procedure
