Purpose
In February 2024, and following
a
prior public consultation, Camden Council’s Cabinet approved 14
proposed changes to the current Camden highways
(‘on-street’) parking fees, charges, terms and
conditions, subject to statutory traffic management order (TMO)
consultations. The aim of these proposals was to ensure that the
way parking is facilitated contributes to meeting the
borough’s highly ambitious sustainable transport, road
safety, climate change, air quality and public health
goals.
12 out of the 14 proposed changes
were implemented following a TMO consultation (Phase 1) in
July/August 2024.
This report provides a summary of
Phase 2 of the TMO consultations, undertaken in February/March 2025
for the remaining 2 out of 14 proposed changes which relate to
motorcycle charges and changes to scratch-card type Visitor
permits.

THAT, following consultation with the Cabinet
Member for Planning and a Sustainable Camden, and having considered
the proposals in relation to the objectives set out in the Camden
Transport Strategy and other relevant policy documents, the results
of the Equalities Impact Assessment in Appendix B of the report,
and Traffic Management Order (TMO) consultation responses
(including objections) in Appendix C, and having had due regard to
the obligations set out in Section 149 of the Equality Act 2010,
and in compliance with statutory processes:

The making of the TMO amendments
to Camden’s on-street parking fees and charges to introduce
charging for solo motorcycle bays and revise the pricing structure
for all other motorcycle parking products as set out in the Notice
of Proposals be approved; and
•
The proposal to stop issuing
scratch-card type visitor permits except for assisted customers be
put on hold until further work is carried out to determine a
criterion for assisted customers which can be easily understood by
users and enforced by the council.
