Purpose
To consider the results of consultation and to decide whether to
renew the additional licensing scheme for landlords with HMO
properties in Camden.

Director of Housing.
DECISION
–
THAT Having considered the results of the
statutory consultation (appendix 2), the Equality Impact Assessment
(appendix 12), and having due regard to the obligations set out in
section 149 of the Equality Act 2010, the Cabinet Member for Better
Homes agrees:
i)
To introduce a borough wide
additional licensing scheme (“designation”) for
landlords with houses in multiple occupation in Camden as outlined
in this report to take effect on the expiry of the current
designation on 8 December 2025, with the same terms as the current
scheme, except for the changes set out in Section 2 of the
report;
ii)
The designation for the purposes
of recommendation (i) set out in appendix 13 to be executed under
seal by the Borough Solicitor;
iii)
The fees and charges proposed in
paragraph 2.7.4 and appendix 10 for the additional licensing scheme
and the mandatory licensing scheme;
iv)
To delegate authority to the
Director of Housing to take all necessary steps required to
implement the additional licensing scheme to include statutory
notification requirements required by law and to make minor
amendments to the standards and conditions including amendments to
the extent permitted or required by law; and
v)
To delegate authority to the
Director of Housing to undertake any review of the operation of the
additional licensing scheme as set out in paragraph 6.4 of the
report.
