Purpose

To consider proposals to make the existing
trial traffic closures on Phoenix Road and Ossulston Street
permanent, to introduce an additional trial traffic restriction at
the Phoenix Road / Chalton Street junction.

Consideration was given to a report of the
Director of Environment and Sustainability.
 
DECISION –
 
THAT having considered the proposals in
relation to the objectives set out in Camden’s Transport
Strategy, the design amendments made in response to feedback
received in the public consultation, the public Consultation
Summary Report (Appendix C), the Equality Impact Assessment
(Appendix D), and having had due regard to the needs set out in
section 149 of the Equality Act 2010 the Cabinet Member for
Planning and a Sustainable Camden agrees to:
 

i)           
Approve the recommendation to make
permanent the current motor-traffic restrictions in place on
Phoenix Road and Ossulston Street;
 

ii)           
Approve the recommendation to
publish notice of proposals in respect of proposal to implement
permanent Safe & Healthy Streets measures in the Phoenix Road
area, including the design amendments that were made in response to
feedback received in the public consultation, subject to compliance
with relevant statutory requirements;
 

iii)           
Approve the recommendation to
implement a new, trial “southbound” only motor vehicle
traffic restriction at the Phoenix Road/Chalton Street junction,
delivered through an Experimental Traffic Order;
 

iv)           
Delegate authority to the Chief
Engineer to take any further decisions relating to the detailed
design and implementation of this scheme;
 

v)           
Delegate authority to the Director
of Environment and Sustainability, following consultation with the
Cabinet Member for Planning and a Sustainable Camden, to take any
further decisions required to deliver the permanent Safe &
Healthy Streets changes in the Phoenix Road area having considered
any objections receive; and
 

vi)           
Delegate authority to the Director
of Environment and Sustainability, following consultation with the
Cabinet Member for Planning and a Sustainable Camden, to take any
further decisions required to deliver the trial scheme and on
whether to retain, amend or remove the trial scheme at the end of
its trial period.
