Purpose

This report seeks
approval of the award of contract for the retender of Contract 1 of
the 12 repairs and maintenance contracts for general building works
for the North of the borough. This re-procurement is recommended
for award following the  approval
given by Cabinet of the overall procurement strategy for all 12
repairs and  maintenance contracts
at its meeting on 1st July 2020, where authority was
 delegated to the Executive Director
Supporting Communities to, following
 consultation with the Cabinet Member for
Better Homes, award the supply chain
 contracts.
 
The contract was
previously tendered in February 2021 and the initial award
to  Mitie Property Services (UK) Ltd
was approved in February 2022, however, the contractor recommended
withdrew from the contract during the mobilisation period as they
were unable to deliver the requirements. In June 2022, Procurement
undertook an exercise requesting remaining compliant tenderers to
reopen their tenders and confirm their previous prices or submit
any revisions to their prices if required. Tenders were reopened
for acceptance until 31st October 2022, however we were not in
position to award based on the revised prices as they were no
longer in line with current market conditions.
 
Following the
decision to start a new procurement endorsed by
 Commissioning Procurement Board on 13 June
2023 and approved by the Executive Director Supporting Communities,
Procurement retendered for the works for a duration of 5 years
commencing October 2024. The award of this contract is based on
Milestone South East Limited tender being the most economically
advantageous tender in respect of the selection and award criteria
set out in the Invitation to Tender.
 
The contract will
be non-exclusive, retaining the flexibility to award any work to
any relevant contractor, therefore if the appointed contractor has
reached capacity and is not in a position to deliver further work
for a period of time, or is not performing, then work can be moved
to another contractor who is able to deliver.
 
The contract award
report will subsequently be presented to Executive Director
Supporting Communities following consultation with the Cabinet
Member for Better Homes for approval in line with Contract Standing
Orders.

THAT the Executive
Director Supporting Communities, following consultation with the
Cabinet Member for Better Homes, approves the award of the contract
to Milestone South East Limited for a period of 5 years commencing
31st October 2024 for the sum of £7,492,928.77 (excluding
VAT).
