Purpose
This report seeks
approval of the procurement strategy for the refurbishment of a
council-owned listed building for the purpose of creating a social
hub for young people leaving the care system. The building
identified for the refurbishment is St Pancras Garden Lodge located
in St Pancras Park.
The “care
experienced hub” is intended to provide a one stop shop multi
agency service for young adults. The project is driven by the
Council’s need to fulfil its role as a corporate parent by
creating a community of support which will allow young people to
develop life skills (budgeting, cooking, parenting etc.) and most
importantly enable them to gain a sense of belonging by meeting
other people who have had similar life experiences.
The project will
be in line with the Council’s Corporate Parenting Strategy
2025 – 2028.
The building, St
Pancras Garden Lodge, has been identified as the preferred location
for the hub as it meets the service’s requirement of
providing a homely environment where young people can feel relaxed
and socialise.
A feasibility
study has been conducted to assess the practicalities of locating
the hub at St Pancras Lodge. The study confirmed that the St
Pancras Lodge can accommodate the requirement of the service. The
total cost of the project is estimated at £947,000 of which
works are currently estimated at £614,000 for a period 20
weeks. The works are to be procured via a closed tender process
using a Joint Council’s Tribunal (JCT) Standard Building
Contract with Quantities 2016 Contract with Camden amendments. The
JCT is a body that develops and publishes standard forms of
