Purpose

This is an update
report on the previously approved procurement strategy agreed by
the Executive Director Supporting Communities on 1 August
2022.
The Rowley Way
project involves commissioning the replacement of the heating
system and window upgrades, as well as completing the Better Homes
remedial works for the Rowley Way Estate. This update follows
consultation with external consultants, proposing a revised
procurement approach to enhance value for money.
 
This updated
report revises the procurement approach previously approved by
Cabinet in 2019 on 16 January 2019. By splitting the contract into
three distinct tenders for mechanical and electrical (M&E)
works, window replacement works and building works, we aim to
achieve better value for money, optimize cost efficiency, and
enhance project control. This approach is based on thorough
consultation and aims to deliver the Rowley Way project effectively
while safeguarding the Estate's heritage and improving residents'
living conditions. Each contract, valued at £11,400,000 for
M&E, £8,000,000 for windows, and £1,300,000 for
building works, will run concurrently over a 36-month programme of
works to ensure timely completion.
 
Approval is sought
to initiate the tendering process for appointing three contractors
to deliver the comprehensive upgrade of the Rowley Way Estate as
outlined in this report.
