Purpose
This report sets
out a proposed approach to the procurement of a number of
consultancy contracts to deliver outputs required for the Gate 3
(concept design stage) of the Holborn Liveable Neighbourhood (HLN)
Programme.
This procurement
strategy sets out the next tranche of activities that are required
to progress into Gate 3 in Transport for London’s (TfL)
“gate system” (concept design stage), with the view to
secure further funding for design, consultation and implementation.
The report outlines the anticipated 9 contracts, set out in
recommendation 1, with an estimated total value of £830,000.
The work we are due to contract for this phase of the project forms
just part of the work being undertaken overall; the consultancy
support is being used alongside the dedicated in-house Holborn
Liveable Neighbourhood transport planning and design resource,
whereby we are resourcing the project internally wherever we can,
and securing additional technical expertise where
required.
The work will be
covered partly by TfL funding, and partly by other Council funding
streams allocated to the project. The work will be procured in the
2025/26, 2026/27 and 2027/28 Financial Years.
For contracts over
the direct award limit of £45,000, the proposed procurement
route is to obtain a minimum of three quotes for each relevant
package of works via a Request for Quotation (RfQ) process. Each
element will be separately assessed. This is to secure best value
and highest quality in service delivery, as the expertise required
varies significantly. For contracts below the direct award limit,
the proposed procurement route will be either direct award or RfQ
process where deemed appropriate.
In addition, the
report seeks approval in recommendations 2 and 3 to extend the
contract with Steer Consultancy for freight, servicing and delivery
plan – phase 2. These recommendations are included in the
report because they relate to the HLN Programme.
The procurement
strategy report is being presented to the Executive Director
Investment Place and Opportunity for approval in line with Contract
Standing Orders.
