Purpose

This report
recommends approval for the submission of 2 planning applications
to the Council's local planning authority (LPA)
function:
 

•        
firstly, the planning application for 120-136 Camley Street
(Site A) to be submitted by London Borough of Camden Community
Investment Programme (CIP) acting on behalf of the Council’s
landowning / regeneration function; and

•        
secondly, the planning application for 3-30 Cedar Way (Site
B) submitted jointly by CIP and Ballymore (Camley Street) Limited
(BL) - a Joint Venture of Ballymore Limited and Lateral Partners
Limited.
 
Delegated
authority for submission of these planning applications has been
granted by Cabinet and is set out in the Cabinet Paper titled
Redevelopment of 120-136 Camley Street and 3-30 Cedar Way, Camley
Street, N1C (SC/2022/47)
 
Agreement of the
process followed for the approval by the Community Investment
Programme (CIP) of the Drawings and Draft Planning Application for
Site B is also required in line with the requirements of the Design
Quality Management Protocol within the Council’s Development
Agreement with BL.
 
The
recommendations in this report relate to the Council in its land
holding regeneration capacity, acting through its Community
Investment Programme team. The planning applications will be
submitted to the Council in its separate and independent function
as Local Planning Authority (LPA). The applications will be
determined by that LPA function having regard to all relevant
considerations (including locally and adopted planning policy and
representations received) in accordance with all statutory
requirements for determination of a planning
application.

Content

THAT in respect of
the Council’s land owning / regeneration function, and
following consultation with the Executive Director Homes and
Communities, the Director of Environment and Sustainability, the
Head of Property, and the Director of Finance, the Cabinet Member
for New Homes and Community Investment and the Borough Solicitor,
the Director of Development be authorised:

To submit a planning application for development consisting
of an interlinked mixed-use building comprising residential on
upper storeys and commercial on level zero and one, along with
public realm improvements, in respect of Site A (120-136 Camley
Street);

 

(i)                
To agree to submission of a planning application for
development consisting of construction of a residential tall
building, linked to a commercial building and a stand-alone
mixed-use building, comprising residential on upper storeys and
commercial at ground, along with public realm improvements in
respect of Site B (3-30 Cedar Way) by the Council’s Community
Investment Programme (CIP) jointly with the Council’s
development partner Ballymore (Camley Street) Limited - a joint
venture between Ballymore Limited and Lateral Partners Limited
(BL); and
 

(ii)              
To agree the process followed to confirm approval of the
Drawings and the Draft Site B Planning Application for submission
in accordance with the Council's Development Agreement with BL, as
set out at paragraph 2.9 of the report.
