Purpose

This report seeks
approval from the Director of Environment and
Sustainability—following consultation with the Cabinet Member
for Planning and a Sustainable Camden—to implement a series
of permanent, and trial, Safe & Healthy Streets improvements
along the Kilburn to West Hampstead cycleway route
(“C51”). These changes include key junctions and
streets such as Belsize Road/Priory Road, Belsize Road/Priory
Terrace, Springfield Lane/Kilburn Priory/Greville Road, Kilburn
Priory Bridge, Kilburn Priory, Langtry Road, Mortimer Place, and
the Mortimer Crescent/Greville Road junction. Full details are
provided in the report below. The scheme has been designed to
enhance safety and comfort for pedestrians and cyclists using the
area.
 
The proposals
within this report consider relevant policies, data collected
during the development of the scheme, the results of the Equality
Impact Assessment, and the public consultation on all the
proposals, which was undertaken between 3rd April to
4th May
2025.

THAT the Director
of Environment and Sustainability, following consultation with the
Cabinet Member for Planning and a Sustainable Camden, having
considered  this report, including
the public consultation summary report responses set out in section
5, the Equality Impact Assessment (Appendix B) and having due regard
to the needs set out in section 149 of the Equality Act 2010 and
subject to compliance with relevant statutory requirements and
detailed design processes:

(i)                
approves the recommendation to publish notice of proposals to
implement permanent Safe & Healthy Streets changes on the
Kilburn to West Hampstead cycleway route (C51).

(ii)               
approves the recommendation to implement trial Safe &
Healthy Streets changes on the Kilburn to West Hampstead cycleway
route (C51), including the design amendments that have been
proposed in response to feedback received in the public
consultation.

(iii)             
delegates to the Chief Engineer the authority to take any
further decisions required to implement the permanent Safe &
Healthy Streets changes following consideration of any objections
to statutory consultation.
