Purpose

This report seeks
approval of the award of contracts for Cost Consultant services and
Employer’s Agent services for Phase 3 of the Central Somers
Town development.
 
This is the final
plot (Plot 2) to be developed as part of the overall Central Somers
Town Masterplan, and involves the construction of 35 residential
units on this plot. In September 2024, the decision was made for
this land to be converted from private sale to direct delivery of
affordable homes by the Community Investment Programme (CIP).
Further design work is required since planning was granted in 2015
due to this tenure change and to ensure the design meets updated
Building Regulations 2023.
 
The report seeks
approval to award the two contracts listed in the recommendations
section below for a duration of approximately 3 years or until the
end of RIBA Stage 6, whichever comes first, for both contracts. The
award of these contracts is based on the submissions being the most
advantageous tenders in respect of the criteria set out in the
Invitation to Tender.
 

Content

(i)                
THAT the award of contract for Cost Consultant services to
Pulse Associates Ltd t/a Pulse Consult (Pulse), for a period of
approximately 3 years or until the end of RIBA Stage 6, whichever
comes first, for the sum of £137,150, be approved;
and

 

(ii)               
THAT the award of contract for Employer’s Agent
services to MGAC LLP, for a period of approximately 3 years or
until the end of RIBA Stage 6, whichever comes first, for the sum
of £137,000, be approved.
