Purpose

This report seeks
approval to award the contract for the provision of project
management resource for the Gate 3 (concept design) stage of the
Holborn Liveable Neighbourhood programme to Norman Rourke Pryme
Limited. The service provision will consist of support with project
management related tasks, including but not limited to:
programming, finance control, meetings and presentations, and
development of documents for the ‘Gate 3’ submission to
Transport for London.
 
The contract was
procured via a Request for Quotation with a scoring approach of
60/40 for quality/price respectively. The contract will commence in
November 2025 for a period of up to 17 months for an initial
contract value of £75,000, with a potential extension of a
further £75,000 as Phase 2 if required, with both Phases to
take place between November 2025 and March 2027 (total value
£150,000).

period of up to 17 months from November 2025 for the initial sum of
£75,000, with an option for extension as Phase 2 if required
for an additional £75,000 (£150,000 aggregate including
contract extension) be agreed.
