Purpose

This report
summarises the statutory, Traffic Management Order (TMO)
consultation undertaken between 12th June
– 4th July 2025
on proposals to implement permanent Healthy Streets changes as part
of the Red Lion Street Holborn Liveable Neighbourhoods (HLN)
STARter Project, outlines the objections received during the
consultation and makes a recommendation for the decision
maker’s consideration.
 
The scheme seeks
to help make it safer and easier to walk, cycle and visit the area
sustainably, as well as make it more attractive for more people to
stop and visit local shops and restaurants. Following a public
consultation, the decision was made by the Director of Environment
and Sustainability, following consultation with the Cabinet Member
for Planning and a Sustainable Camden, on 8th January
2025, to approve implementation of the changes proposed in the Red
Lion Street area. This decision was subject to compliance with
relevant statutory requirements, including carrying out the TMO
consultation that took place in June / July 2025.
 
This decision
seeks the approval of the Chief Engineer to proceed with the
changes approved as part of the decision in January 2025, following
the statutory consultation period.

considered the proposals in relation to the objectives set out in
the Camden Transport Strategy, TMO consultation responses received
and having had due regard to the needs set out in Section 149 of
the Equality Act 2010, the making of the TMO for the Red Lion
Street Holborn Liveable Neighbourhoods (HLN) STARter Project, as
per the TMO consultation undertaken between 12th June
– 4th July 2025,
be approved.
