Purpose
This report is
recommending the award of contract for the appointment of lead and
design consultant (with sub consultant team) to undertake a review
and produce amendments to CIP’s key foundation documents,
namely Design Guide & specifications, Employer’s
Requirements (DG&ERs) and Consultant Scopes of Service (CSS)
using the Notting Hill Genesis (NHG) Consultant Framework Lot 1
with a price / quality split of 30/70.
Following approval
of procurement strategy in December 2024, a procurement exercise
was undertaken to appoint a lead and design consultant with sub
consultant team however no bids were received.
In May 2025, a
revised procurement strategy was approved. This included
re-tendering Lot 1 using the NHG Consultant Framework but
introducing an additional expression of interest stage with a pass
/ fail capability assessment.
Both procurement
strategies were not published as they did not meet the criteria for
publishing.
This report is
coming to the Executive Director to comply with contract standing
orders.
