Purpose

Euston is
undergoing major change due to High
Speed 2 (HS2), creating significant opportunities for the council
to deliver regeneration that meets community needs. Following a
directive from government, the
Ministry of Housing, Communities and Local
Government (MHCLG) established
the Euston Housing Delivery Group (EHDG) which is providing funding
and working in partnership with the council to enable us to
consider the wider regeneration opportunities outside the station
site to deliver much needed additional
homes. 
 
Working with the
EHDG and MHCLG, the council has already commissioned smaller
strategic studies to begin to assess the scale of opportunity and
develop strategies to inform contextualised regeneration options.
The four projects outlined in this report build on this foundation
to clarify the
opportunity, viability and
business case for sites across Euston, while shaping a coherent and
holistic strategy for the area. 
 
On 12 November
2025, Camden Council announced its intention
to establish a
Locally
Led Urban Development
Corporation (LLUDC) for Euston, in partnership with the GLA, to
oversee and coordinate complex regeneration projects. An LLUDC is
subject to secondary legislation to be laid by MHCLG – this
is expected for 2026 which will enable the council
to proceed to
establish an LLUDC. This project work is seen as important to this
process as it helps to build a robust, coordinated case for
investment, as well as defining the scope of work for the LLUDC,
and helping to inform the governance and
delivery.  
 
This report
seeks endorsement for the procurement strategy for a series of four
contracts to support the preparation of a Euston Strategic Delivery
Framework for a total period of 14 months for a total estimated
value of £940,000.

i.           
Approves the procurement strategy for the Euston Strategic
Delivery Framework, which includes a price/quality split of 20/80
and contract term of 14 months, for an estimated aggregate value of
£250,000. 

ii.           
Approves the procurement strategy for the Regents Park Estate
Feasibility Masterplan, which includes a price/quality split of
20/80 and contract term of 12 months, for an estimated aggregate
value of £360,000. 

iii.           
Approves the procurement strategy for the Ampthill Estate
Feasibility Masterplan, which includes a price/quality split of
20/80 and contract term of 11 months, for an estimated aggregate
value of £250,000. 

iv.           
Approves the procurement strategy for
the Churchway Estate
Feasibility Masterplan, which includes a price/quality split of
20/80 and contract term of 9 months, for an estimated aggregate
value of £80,000
